The USFSM Constitution and Bylaws Committee (CBC) is responsible for directing all activities required to maintain and revise the governing documents of the Faculty Senate. The Committee shall ensure that the Constitution and Bylaws are made readily available to the faculty.
At the request of the Faculty Senate the Committee shall review the content and/or format of the Constitution and Bylaws and make necessary changes. In addition, the Committee will undertake a complete review of the Constitution and Bylaws every four years and, if required, propose changes to these documents and present to the Faculty Senate.
In some cases the membership of the Constitution and Bylaws Committee may be called on to interpret the Constitution and Bylaws.
Amendments to the Constitution & Bylaws
A. Amendments to the Constitution may be proposed either through written petition from at least 51 percent of the Senate, or through written petition by at least three voting Faculty Senate Executive Committee senators, or by a motion brought forward from the Faculty Senate Executive Committee.
B. All amendments to the Constitution must be approved by a two-thirds majority vote at a Senate meeting with a quorum present, or by a two-thirds majority vote where at least 51 percent of the Senate responds in an electronic vote. All amendments to the Constitution must also be ratified by the Regional Chancellor.
C. All amendments to the associated Bylaws must be approved by a 60% majority vote at a Senate meeting with a quorum present, or by a 60% majority of respondents in an electronic vote.
D. Use of electronic voting for purposes of amending the Constitution or Bylaws must be approved by a majority of the Faculty Senate Executive Committee.
The Constitution and Bylaws Committee shall consist of four elected representatives and each member shall serve a two-year term. Terms are staggered. It is recommended that a representative come from each college.
